In 1980, I worked at Peace Corps and also served as a volunteer. Volunteers do an excellent job with little support. However, in Washington, I've found the fiefdom at HQ very ineffective and was appalled by the level of discrimination I found there. Too many problems that need attention before giving them more funds.
